The Hudson Housing Authority (HHA), with developer MountCo and Alexander Gorlin Architects, proposes rebuilding the Bliss Towers public-housing campus and the adjacent Columbia Apartments in two phases: new four-story buildings and townhouses first, then demolition of the nine-story tower for a new mid-rise (276 affordable units replacing the current 135). In May 2026, the Planning Board issued a SEQRA negative declaration (a finding under the state environmental review law that no fuller study is needed). 84 Hudson residents currently reside in Bliss Tower, and there were originally 135 units. It is unclear how many units are offline and why.
