The Hudson Housing Authority and MountCo propose replacing Bliss Towers and Columbia Apartments in two phases, increasing the number of income-restricted units from 135 to more than 250.
The Planning Board issued a negative declaration under SEQRA, finding that a full environmental impact statement was not required.
The $220m, ~$800k per apartment, 5-10 year development will transform the 2nd Ward and Hudson.
The Planning Board has opened public comment. It is the last chance for residents to be heard before the Board votes on the site plan.
While proponents rightfully stress the need to replace poorly maintained housing, opponents question the value and long-term impact on future residents and Hudson. (~30 sec read)

The Hudson Housing Authority, MountCo and Alexander Gorlin Architects propose a phased redevelopment of Bliss Towers, Columbia Apartments and adjacent parcels. Phase 1 would construct replacement apartments and proposed townhouses before existing residents are relocated. The existing buildings would then be demolished, and Phase 2 would add further income-restricted housing. In May 2026, the Planning Board issued a negative declaration under SEQRA, finding that a full environmental impact statement was not required. HHA owns 135 existing units: 120 in Bliss Towers and 15 in Columbia Apartments. In April 2026, HHA’s executive director said that 55 units were offline because of disrepair. The current number of residents requires a dated HHA source.
